Previously hovering over a down button made no difference.
Also tweaked the appearance of hover-over thumbs on dark theme sliders.
Also tweaked hover images and colours generally.
Classic retains the old style.
Hi Contrast does not distinguish between hover-up and hover-down.

... But make them nondistinct in all themes, so this commit does not yet make
user visible changes.
This uses the HiliteButtonExpandSel resource which was previously unused.
Perhaps not the intended use of the resource so named, but names can change in
2.2.1.
The two were already alike in Classic but the unused one had been just black
in the others.
The wave is now green, to match the known-good black/green contrast for this theme. Corresponding changes were made to the buttons, slider pips, label shading and draggers. Time before zero is now also a lighter blue which shows up better against black than the dark blue did. Sliders are now (almost) white rather than grey. Selection in label tracks now matches selection in wave tracks. Envelopes are now (almost) white.
Adding an orange border around the images in a theme makes it much easier to cut and paste in the correct position. I've also expanded the internal images and fixed up a few image details - the pins/bobbins on darker themes, and the light blue rather than dark blue for negative times.
The blue-hover-blobs are centred better, and the large one is filled in now. Select colour toned down a bit from cyan, and RMS colour made more distinctive (whiter). Slider pips now less fuzzy and have 'eye' effect to aid visibility. Mute/Solo button shapes and colours modified, and unselected version is no longer solid.
