ExportMP3: Fix compiling with static loading
...
Audacity can be built with dynamically loading/unloading the MP3 library
(the default) or dynamically linked against the shared object file
(--disable-dynamic-loading). The code to load the library is only needed
in the former case.

"The functions wxString::Format, wxString::Printf (and others indirectly) have become stricter about parameter types that don't match (format specifier vs. function parameters). So the bugs (that were already present in audacity before) become visible in wx3.0 as error message dialogs. I've checked all occurrences of Printf, wxPrintf, PrintfV, Format, FormatV, wxLogDebug and wxLogError systematically and made the type match."
Note (9/15): In TrackPanel.cpp, ExportMP2.cpp and CompareAudioCommand.cpp this patch supersedes related change done in r13466 because the new solution requires fewer casts and therefore simplifies the code.
Note: Many .po files are affected, and we need to be very careful about this. Incorrect "%d" and similar in translation files may lead to crashes in those languages (only). This is something we should actually have been more careful about in the past. We need to write a script to check that the "%d" and similar format specifiers match between English and translation.

Apparently, wxConfigBase::Write() does not update values for next access on all platforms unless Flush() method is called. Added many calls to wxConfigBase::Flush() to make sure the Rad() calls get the right values.

Corrects a problem with the stereo mode affecting the output file even though it is disabled in the dialog. Windows was the only platform whre the stereo mode would be disabled for presets and it was a holdover from the Blade API days. After discussing with Gale, I removed the code that disabled those options and it now acts the same for all platforms.
...
In addition, while changing from mode to mode, the Quality dropdown no longer resets to a default value and it remembers how you had them set from session to session.

Refer to bugzilla for discussion, but, to summarize, this removes any writing of ID3V1 tags. ID3V1 tags will still be imported, but they will be written as ID3V2 tags.

This should fix bug #265 by writing both old and new year to tags. Since ID3v2 allows for unrecognized tags, there's no reason not to write both the old (TYER) and new (TDRC) tags. This should provide the year to apps using ID3v2.3 or ID3v2.4.
