This is a checkpoint commit, the shop is non-functional still, it doesn't let
you do much more other than mess around with your shopping cart.

There's a lot of backend functionality for shops and carts and items.  The
very boring pages in this patch show how to work the backend functions.

ALSO, it is hereby acknowledged that some percentage of this is DW-specific
and needs to be moved to a better location and made more generic.  But since
we want the store interface to be dw-free, this is going here first so it
gets the right licensing explicitly.

mark b1ddb9f32d Payment system. 
This is not guaranteed to work, in fact, I don't expect it to work at this
point, but it gives us a starting point.  The gist of this system (rough as
it is) is that we use PayPal, people can purchase things for themselves or
for somebody else, and that's about it.  There are no recurring payments.

It is expected that this is a very, very rough system.  It will be expanded
as needed to serve the DW community.  Also, this is being committed to
dw-free, so we encourage and expect other sites to use this.  However, I
make no promises about its suitability to any site.  It may or may not do
what you need.  If it doesn't, submit a patch!
