There should be a placeholder block in index.html to allow a site template to add stylesheets and other <head> elements that shouldn't or can't be configured for the whole site.

Likewise, page/section should define a block between title/date and content so that you can insert something there by just extending the theme's template. (eg. taxonomies such as authorship info)
