Add getting/deleting single event report (#3344)

Based on https://github.com/matrix-org/dendrite/pull/3342

Adds `GET /_synapse/admin/v1/event_reports/{reportID}` and `DELETE
/_synapse/admin/v1/event_reports/{reportID}`
