tpl: Add a terse pagination template variant to improve performance
These calls are equivalent:
{{ template "_internal/pagination.html" . }}
{{ template "_internal/pagination.html" (dict "page" .) }}
{{ template "_internal/pagination.html" (dict "page" . "format" "default") }}
To use an alternate format:
{{ template "_internal/pagination.html" (dict "page" . "format" "terse") }}
