Fosshost is decommissioning its service on August 28th, so lets use
the grimler.se until we have managed to set up a new repo, somewhere
else.

138eb1337c
changed(main/{apt,root-repo,x11-repo}): use termux.dev for urls 
Instead of termux.org.  This is done now that website is confirmed to
fully work (see termux/termux-packages#11007).

77b74b05fd {root,game,science}-repo: use mirror instead of bintray 
Use https://grimler.se directly since bintray repositories can no
longer be updated at the end of February, see
https://github.com/termux/termux-packages/issues/6348

Same change as already done for x11-repo and unstable-repo.

8701462951 add new linter script & fix packages where needed 
Linter will check packages submitted for CI build. If error was found,
build will not be allowed.

To ensure that all build.sh scripts are consistent and have at least
minimal allowed quality, linter is permanently enabled for all branches
and pull requests.

 TERMUX_PKG_HOSTBUILD

should not accept arbitrary values for marking them "enabled". Instead
they should accept boolean values which makes them easier to handle and
also makes their meaning clear.

build-package.sh should make decision based on variable's value but not on
whether it is set or empty.
