chore(CONTRIBUTING.md): Remove unnecessary message for update and downgrade

Earlier convention:
  upgpkg(<repo>/<package>): update to <ver>
Newer convention:
  upgpkg(<repo>/<package>): <ver>
Similarly same for dwnpkg.
